Change name of "Preferred String and NMTOKEN Values" section to pull mention of Strings

Change section title:

  "A.3 Preferred String and NMTOKEN Values"

to

  "A.3 Preferred NMTOKEN Values"

Since section 1.9.3.3 says that we will NOT provide a list of string values.
