ResourceSet Usage:
@Usage shows that the resource is either consumed or produced within this
XJDF document.
If no @Usage is specified and the ResourceSet is a direct child of XJDF, the ResourceSet or its Resource children SHALL
contain @ID and be referenced from elsewhere within the XJDF.
Allowed value is from: Usage.
Note: ResourceSet[@Usage="Output"] MAY contain data that is conceptually
input data for the XJDF.
