SignalTypes = all has incorrect value sometimes

      Description

      Spec says "all" but sample and one table uses "All"
      see Table 5-55: WatchURL
      Example Q-1:

        SignalTypes = "Notification" ... Possible Signal/@Type values of the subscribed Messages.
        Values include:
        all All – specifies that all Signals, regardless of @Type are queried/subscribed.
        Values include those from: Message Message/@Type.
        Note: the values are limited to Signal Messages.
        Note: All (uppercase) was incorrectly defined as "all" (lowercase) in prior versions of the specification.
