JDF 1.5 spec and Resource NoOp inheritance

      Description

      The spec does not clearly say what happens with resource inheritance when a resource partition has attribute NoOp="true" set. Do children resources partitions (when @PARTIDKEY exists) inherit "NoOp" from a resource parent higher than the "NoOp" resource partition (ie the NoOp is effectively deleting the resource partition where it was sepcified) or do the children resource partitions inherit the "NoOp" ie. the "NoOp" effectively NoOps all children resource partitions?
      What is the actual intended behavior - Im guessing all children get NoOp'ed but would prefer confirmation.
